The canonical structure in Ireland, Europe, is such that you have the country first, the particular province next, then the county, the city if it exists, and lastly the town. However, the province is not usually used for postal or spoken reference.

(Records from the 19th century include "King's County" (modern ...) and "Queen's County" (modern ...). Those royalist names did not long survive the creation of the Irish Free State.)
