If it's a sport page, contact some of the local sports clubs and invite them to contribute.
Nearly every subsidiary page will appeal to some local interest group. Track them down via the Web if you have no personal contact.
Direct link to the other subsidiaries[]
In addition to going back to the city page or the category, readers may welcome a direct link to the other subsidiary pages (even those that are already mentioned in the body of the page). See the template displayed at Barrie, which illustrates the sort of thing that can go at the bottom of every subsidiary page. It uses Template:Navigation, Template:Tnavbar-header, Template:Tl, Template:Navbar, and others.
